The 108th Congress convened on January 7 with Republicans in control of the White House and both chambers of Congress. The previous Congress also began that way, but by mid-year the Democrats had a technical majority in the Senate as a result of Jim Jeffords (Vt.) becoming an independent who caucuses with the Democrats. All the committee chairs then switched to the new majority party, and the Democrats had tacit control of the Senate’s legislative agenda for the remainder of the 107th Congress.
With the Republicans now leading the Senate, once again, by the slim margin of 51 to 48 and one independent, the committee chairmanships have reverted to the Republicans, and Bill Frist (R-Tenn.) replaces Tom Daschle (D-S.D.) as majority leader, with Daschle moving to the minority leader position. Sen. Mitch McConnell (R-Ky.) is the new assistant leader (whip) and Harry Reid (D-Nev.) is minority whip. No one expects anyone to switch political parties this year, although stranger things have happened in politics!
In the House of Representatives, the Republicans increased their majority by six seats to go to a post-election line-up of 229 Republicans, 205 Democrats, and one independent. These figures include 54 new House members. The House leadership also underwent significant change. While Dennis Hastert (R-Ill.) continues as speaker, Tom DeLay (R-Tex.) moves up to majority leader from majority whip and Roy Blount (R-Mo.) steps in as the new majority whip. On the Democratic side, both leaders are new to their posts—Nancy Pelosi (D-Calif.) as Democratic leader and Steny Hoyer (D-Md.) as Democratic whip.
Several changes in the leadership of congressional committees are of key interest to ALPA. In the Senate, John McCain (R-Ariz.) replaces Fritz Hollings (D-S.C.) as chairman of the Commerce, Science, and Transportation Committee, and Trent Lott (R-Miss.) replaces Jay Rockefeller (D-W.V.) as chair of the Aviation Subcommittee. On the Labor Committee, Judd Gregg (R-N.H.) replaces Ted Kennedy (D-Mass.) as chairman of the full committee. The latter change is significant because the "baseball-style arbitration" bill was referred to the Labor Committee in the 107th Congress; however, it may be referred to the Commerce Committee in the 108th Congress with the Republicans in control.
In addition, the chairmanship of the Subcommittee on Transportation Appropriations goes from Patty Murray (D-Wash.) to Richard Shelby (R-Ala.).
In the House, the leadership of ALPA’s key committee remains virtually the same. On the Transportation and Infrastructure Committee, Don Young (R-Alaska) will continue as chairman with Jim Oberstar (D-Minn.) remaining as the ranking Democrat on the full committee. John Mica (R-Fla.) will continue as chairman of the Aviation Subcommittee, but Peter DeFazio (D-Ore.) replaces Bill Lipinski (D-Ill.) as the ranking Democrat on the subcommittee. The leadership of the Subcommittee on Transportation Appropriations will remain the same with Harold Rogers (R-Ky.) as chairman and Martin Sabo (D-Minn.) as the ranking Democrat.
ALPA-PAC, which uses voluntary contributions from ALPA members to help elect "propilot" candidates to Congress, deserves a great deal of credit for pre-serving your union’s clout in Washington, D.C. Thanks to ALPA-PAC’s generous contributors, it was able to con-tribute nearly $1.5 million to 260 candidates of both political parties during the 2001-2002 election cycle. ALPA-PAC-supported candidates were successful in more than 81 percent of their races.
Also because of the combination of a strong ALPA-PAC and the Association’s lobbying program, ALPA was able to accomplish some important legislative goals during the 107th Congress (2001–2002), particularly in the area of aviation security.
