Pilots Welcome U.S. Senate Passage of Ex-Im Bank Reforms

May 15, 2012 - Capt. Lee Moak, president of the Air Line Pilots Association, Int’l (ALPA), issued the following statement today regarding the U.S. Senate’s passage of important reforms to help ensure U.S. industry and workers are not harmed by the Bank’s financing in the reauthorization of the Export-Import Bank of the United States.

“Today’s passage by the U.S. Senate of reauthorization for the Export–Import Bank of the United States advances critical reforms to help stop the Bank from using U.S. taxpayers’ money to subsidize state-backed foreign airlines, providing them with an unfair competitive advantage against U.S. airlines that undermines U.S. airline industry jobs. The language in the reauthorization passed today by the Senate moves toward leveling the playing field for U.S. airlines in the global marketplace, fosters U.S. manufacturing, and protects U.S. workers’ jobs. ALPA will continue to fully engage in this issue, and we call on President Obama to swiftly sign this bill into law.”
“The bipartisan reauthorization passed today by the U.S. House contains important reforms to change the way the Export-Import Bank of the United States does business, doing more to ensure that its financing decisions do not harm the U.S. airline industry or its workers by using U.S. taxpayers’ money to give foreign airlines an unfair advantage in the global marketplace.”

Sean Cassidy, first vice president and national safety coordinator of the Air Line Pilots Association, Int’l (ALPA), called on Congress to swiftly act to apply new Federal Aviation Administration science-based flight- and duty-time regulations to both passenger and cargo airline pilots.

“All pilots are human, and we experience fatigue in the same way, regardless of whether we are flying passengers or cargo in our aircraft,” Capt. Cassidy told the Subcommittee. “Despite this, the new science-based fatigue regulations apply only to pilots who fly passengers, and not to those who fly cargo. Leaving all-cargo pilots out of the regulations is a serious safety concern.”

Support the Safe Skies Act!

April 19, 2012 - All U.S. pilot members are asked to contact their congressmen in the U.S. House of Representatives to urge them to support the Safe Skies Act (H.R. 4350). This legislation would eliminate the air cargo carve-out from federal pilot fatigue regulations.

For decades, ALPA has advocated for “One Level of Safety” for the simple reason that all pilots, regardless of the nature of their operations, should be protected by the same rules.

“A tired pilot is a tired pilot, whether there are 10 paying customers on board or 100, whether the payload is passengers or pallets,” said National Transportation Safety Board Chairman Deborah Hersman. Cargo pilots fly the same routes, in the same airspace, and into the same airports as their passenger counterparts. H.R. 4350 would undo the exemption for cargo carriers and require that all airline operations operate by the same safety standards.
“The Air Line Pilots Association, International, does not oppose the Export–Import Bank’s reauthorization and we are hopeful that, with additional time before the final reauthorization is considered, all parties interested in the Bank’s reauthorization, including ALPA, can work together to amend the reauthorization to protect U.S. airline workers’ jobs without putting the Bank’s ultimate reauthorization in jeopardy.”

February 27, 2012 - The President’s 2013 budget blueprint cut the funding for the FFDO program by more than half and also cut $36M from the FAMS program. This is unsatisfactory and needs to be remedied. The FFDO program is a critical and cost-efficient airline security program staffed by thousands of fully trained and deputized ALPA pilots who volunteer their time to become qualified FFDO’s, contributing personal and professional sacrifices to secure our flight decks. In light of its already barely adequate funding levels, any budget reduction to the FFDO program could very well lead to its ultimate demise. Tell your representative today to oppose cuts to the FFDO and FAMS in the FY2013 budget.

ALPA’s directors of Government Affairs and Engineering and Air Safety accompanied Moak, who stressed the Association’s top priority to include cargo pilots in the new regulations and called on the FAA and DOT to fulfill their pledge to push the cargo airlines to opt into the new regulations. Moak also took the opportunity to share with the acting administrator the actions the Association has taken since the new rule was announced.
EU Emissions Trading Scheme: Off Course to Cut Emissions

ICAO Should Lead International Aviation in Reducing Greenhouse Gases
December 22, 2011 - Capt. Lee Moak, president of the Air Line Pilots Association, Int’l (ALPA), issued the following statement regarding the announcement of the European Court of Justice ruling in support of the European Union’s unilateral attempt to illegally tax U.S. airlines through an Emissions Trading Scheme.

“The Air Line Pilots Association, Int’l (ALPA), adamantly opposes the European Union’s (EU) Emissions Trading Scheme (ETS) and its illegal attempt to unilaterally impose an additional tax on U.S. airlines that fly to or from the European Union. This week’s European Court of Justice ruling in favor of the EU’s unilateral action comes as no surprise, and it does not change the fact that the scheme is an affront to customary international law and protocols, dismisses the tremendous advancements that international aviation has made in reducing emissions, and raises the specter of placing a severe economic burden on U.S. airlines.”

No Increase in Export-Import Bank Lending Cap

December 20, 2011 - Last Friday, Congress passed an omnibus appropriations bill that funds the government into 2012. Earlier in the week, Capt. Lee Moak, president of the Air Line Pilots Association, Int’l, sent a letter to Congress, urging legislators not to include in the bill any increase in the lending authority for the Export-Import Bank of the United States until a further debate could be held on the merits of aircraft financing to foreign carriers. ALPA was successful in keeping the bank’s lending increase authority out of the year-end omnibus as Moak requested.

Call to Action: No New Taxes on Our Negotiated Benefits

September 27, 2011 - The U.S. Congress must pass a deficit reduction bill by January 2012 or there will be mandatory reductions in spending across the board. Several proposals are under consideration, one of which would raise income taxes or reduce tax preferences that exist today on employer-sponsored health care and defined contribution 401(k) retirement plans. Tell your member of Congress and your U.S. senators that you do not want to pay tax on your employer-provided health benefits. The “Super Committee” must act by November 23, 2011, so take action now!
Clock Is Ticking: Congress Must Pass FAA Reauthorization Now

Further Delay Threatens Safety of Air Transportation
September 7, 2011 - The Air Line Pilots Association, Int’l (ALPA), called on Congress today to pass a multi-year Federal Aviation Administration (FAA) reauthorization bill to maintain the nation’s high level of aviation safety and end the risk to thousands of aviation employees’ jobs if the current extension is allowed to expire on September 16.

“It is time to get serious and put the safety of aviation in the United States ahead of partisan politics,” said Capt. Lee Moak, ALPA’s president, following a news conference held today by ALPA at Reagan National Airport in Washington, D.C. “We are in critical need of a real bill that will provide the necessary funding to enhance the future safety and efficiency of our aviation system.”

February 16, 2011 - On the heels of ALPA’s news media briefing reiterating the union’s priorities and underscoring the importance of being the voice of airline pilots, ALPA learned that Sen. James Inhofe (R-Okla.) withdrew his amendment to the FAA reauthorization bill that would have exempted some all-cargo and charter air carriers from the pending flight- and duty-time rules.

ALPA Supports ASPA Pilots of Mexicana Airlines

August 6, 2010 - Capt. John Prater, president of the Air Line Pilots Association, Int’l (ALPA), issued the following statement in support of the pilots of Mexicana Airlines, who are represented by Asociación Sindical de Pilotos Aviadores (ASPA) and are in critical contract negotiations with their management. Mexicana de Aviación filed for bankruptcy protection in both Mexico and the United States, and indefinitely suspended ticket sales on Wednesday.

“The nearly 53,000 members of the Air Line Pilots Association, Int’l, stand firmly behind the ASPA pilots of Mexicana Airlines in their efforts to secure fair wages and working conditions amid their carrier’s recent bankruptcy declaration. Once again, airline management has chosen to use bankruptcy laws to leverage brutal employee concessions to counterbalance its own short-sighted practices.”

Bankruptcy Reform Needed Now

Congress Must Stop Airlines from Exploiting Workers
May 25, 2010 - In testimony (oral testimony | written submission) before a U.S. House Subcommittee today, the president of the Air Line Pilots Association, Int’l (ALPA), called on Congress to comprehensively reform the U.S. Bankruptcy Code to better protect workers and stop companies from manipulating the bankruptcy process to garner huge bonuses for executives while stripping workers of their collective bargaining rights.

“Despite the original intent of Congress, Section 1113 of the U.S. Bankruptcy Code today fails to protect workers or serve as the mechanism of last resort to save a failing business,” said Capt. John Prater, ALPA’s president, to members of the Commercial and Administrative Law Subcommittee of the U.S. House Committee on the Judiciary. “Instead, it has been exploited as a business model of first resort for companies to gain long-term economic concessions by gutting the wages and working conditions of airline and other employees.”
ALPA Hails NMB Union Election Rule Change

May 10, 2010 - The Air Line Pilots Association, Int’l (ALPA), welcomes the National Mediation Board’s rule change that ends the policy of counting workers who do not cast ballots in an election as having cast a “no” vote against union representation.

“This long-overdue policy change brings fairness back into the union election system,” said Capt. John Prater, ALPA’s president. “This action modernizes balloting policy by determining the outcome based on the majority of votes actually cast, rather than presuming that those who do not cast ballots are voting against union representation.”

March 11, 2010 - Legislation introduced this week that directs the Department of Transportation to ensure that new revenue-sharing agreements between U.S. and foreign airlines are beneficial to U.S. airline workers as well as to their airlines is welcomed by the Air Line Pilots Association, Int’l (ALPA).
ALPA Voices Adamant Opposition to Cockpit Voice Recorder Monitoring

March 2, 2010 - ALPA this week voiced its intense opposition to proposals to monitor cockpit voice recorders to the traveling public, federal regulators, and Capitol Hill.

In a USA Today “Opposing View” opinion piece, Capt. John Prater made it clear that monitoring conversations in the cockpit for any reason other than accident investigation would fail to produce accurate safety information. Prater also expressed the serious concern that monitoring would suppress pilot communications and jeopardize the information and resources that make proven proactive nonpunitive safety reporting programs successful in preventing accidents.

Congress Must Swiftly Pass Comprehensive Bankruptcy Reform Legislation

ALPA Supports NMB’s Changes to Union Election Rules

December 8, 2009 - Capt. John Prater, president of the Air Line Pilots Association, Int’l (ALPA), testified at a National Mediation Board public hearing yesterday in support of the notice of proposed rulemaking (NPRM) the Board published on November 3, 2009, regarding airline representation elections. “ALPA believes that the Board’s proposal is a long overdue step to level the playing field in union elections,” Prater said. “It’s a realistic but important update that ensures basic fairness and recognizes that conditions for voting have changed since the 1930s.” ALPA joined with the Transportation Trades Department of the AFL-CIO, and several of its member unions, in unanimously supporting this rule.
Capt. Prater Testifies on Pilot Fatigue at Senate Hearing

December 1, 2009 - ALPA’s president, Capt. John Prater, testified at a U.S. Senate hearing this morning in Washington, D.C., on the subject of pilot fatigue. This is the seventh time this year Prater has gone to Capitol Hill to represent line pilots’ point of view on vitally important aviation safety issues. Prater reiterated ALPA’s position that the new flight-time and duty-time (FTDT) rules and minimum rest requirements that FAA Administrator J. Randolph Babbitt has promised by next year must (1) be based on science, (2) be uniform for all types of airline flight operations, with no “carveouts” for air cargo or charter operations, and (3) incorporate fatigue risk management systems (FRMS).
ALPA: Flying the Extra Mile to Protect U.S. Airline Jobs

September 24, 2009 - Last week, ALPA’s president, Capt. John Prater, was scheduled to testify before the House Judiciary Committee regarding competition concerns with international aviation alliances. Unfortunately, the hearing was postponed, eliminating the public platform ALPA planned to use for its launch of a campaign to ensure that U.S. airline workers are fairly treated in alliances between U.S. and foreign airlines. In particular, ALPA is seeking legislation that would guarantee that U.S. airlines do a reasonable share of the international flying conducted by the airlines that seek antitrust immunity for their revenue-sharing programs.
